RI CAP Agencies

In 1964, the Economic Opportunity Act created the Office of Economic Opportunity. This legislation established initiatives such as Job Corps, Head Start, Work-Study, legal services, and the Community Action Program (CAP). Today, these initiatives are carried out by more than 1,000 Community Action Agencies (CAAs) nationwide. The local agencies play a central role in reducing poverty. Rhode Island agencies support more than 200,000 people annually, advocate for low-income individuals and families, and uphold their mission of Helping People, Changing Lives.
